With reference to your Minute of the 1st

of August on 52819, I shall be glad to know whether

you would like to take any immediate action, e.g.

to get the observat ions of H.K. on the measures

which it will be necessary to adopt in order to

ensure an adequate supply of water in time of war.

You will see, however, that new difficulties have

arisen over the Aberdeen Scheme. If it becomes
